The Swiss Red Cross (SRC) has been active in the field of eye health in Togo since 2003. In a country where more than 60% of the population lives below the poverty line, a major strategic focus of the first Eye Health Project set up in the Central and Plateaux regions was the subsidization of cataract surgeries through the provision of inputs. Following the recommendations of the final evaluation of this initial intervention, the CRS wished to review its strategy by switching to a system of Results-Based Financing (RBF) and more specifically a health vouchers more specifically in order to reduce financial barriers and increase access to cataract surgical services.
Our consulting firm was recruited to provide technical support to the CRS country team in relation to (i) conducting a feasibility study, (ii) project formulation , (iii) implementation and (iv) evaluation of a Cataract Voucher pilot project in two health districts in the Plateaux region.
