Oeconomia

Our history

Oeconomia was established in 2018 by three associates and AEDES (European Agency for Development and Health) with a shared vision and commitment to create a centre of excellence in health economics and financing in developing countries.

The 35 years of AEDES experience combined with the profiles and competencies of the three associates creates a solid foundation and broad range of expertise in health economics and financing for Oeconomia. In addition, Oeconomia has an extensive network of experts and partners to deliver the highest quality services to clients.

Presentation

Oeconomia is a consultancy firm specialized in health economics and financing in low- and middle‐income countries. Oeconomia provides technical assistance to governments, multilateral and bilateral development agencies, foundations, non‐governmental organisations (NGOs), and other private sector actors (health care providers, commercial companies etc.)

Core areas of expertise

  1. Health system financing: resource mapping, national health accounts, sector budget support, public expenditure tracking, equity analysis, results‐based financing (RBF), health insurance, health vouchers, free health care initiatives, etc.

Presentation of associates

Thomas Engels

Thomas Engels is an economist with more than 10 years of experience in the health sector in low‐ and middle‐income countries. He is Managing Director and consultant in economic evaluation and health financing at Oeconomia. He has recently provided technical assistance for result-based financing initiatives and worked on health financing and resource mapping studies in several countries. In his previous role with Sightsavers, he worked in the strategic program development, evidence and research unit and managed a team in charge of conducting health economics research. His work mainly consisted in exploring innovative health financing models and generating economic evidence to support Sightsavers programmes, policies and advocacy activities. He has participated in a number of quantitative and mixed-method research projects either as Principal Investigator (PI) or co-investigator. The findings of these studies have been presented in international conferences or published in peer-reviewed journals. Thomas Engels holds a Master’s degree in Applied Economics (UCL) and another Master’s degree in Economics and International Development, with a specialty in health economics in developing countries (Center for Study and Research in International Development – CERDI)

Matthieu Antony

Matthieu Antony is a health economist and health systems financing specialist with over 10 years of international experience. Prior to working for Oeconomia Matthieu served as health economist focal point for the European Agency for Development and Health (AEDES). For more than 6 years he has led the technical backstopping of several result‐based financing projects over in more than 6 sub‐Saharan African countries. He has specific skills in the design and implementation of supply side and demand‐side financing mechanism (performance‐based payment, conditional cash transfer, health check, etc.). At Oeconomia, Matthieu provides strategic support on health care provider payment system and strategic purchasing approach. He holds a Master’s degree in Applied Economics (Bordeaux University) and another Master’s degree in Economics and International Development, with a specialty in health economics in developing countries (Center for Study and Research in International Development – CERDI).

Quentin Baglione

Quentin Baglione is a health economist specialized in hospital financing and economic evaluation, with over 10 years of international experience. He frequently conducts hospital studies (cost analysis and per-case payment reform, financial analysis, budget impact analysis, organisational audit etc.) and economic evaluations: models for chronic care, methods for HIV early infant diagnosis, models for monitoring access to treatment, economic impact of ARV stock-outs etc. He also works on procurement and distribution of health products (economic model and financing). Quentin Baglione holds a Master 1 degree in health economics and social policies (Paris Dauphine University) and Master 2 degree in Economics and International Development, with a specialty in health economics in developing countries (Center for Study and Research in International Development – CERDI).
