Oeconomia Expertise contributed to the End-Term Review (ETR) of the project “Establishing a Financial Mechanism for Strategic Purchasing of Health Services in Uganda (SPHU)” funded by Enabel. The aim of the project is to contribute to Universal  Health Coverage by building the capacities of the Ugandan health system in order to roll-out a Strategic Purchasing mechanism for Public and Private Not for Profit (PNFP) Health Services, with a particular focus on women, children and other vulnerable groups. The assignment was conducted on behalf of COTA Asbl by an evaluation team composed of two experts, a senior public health expert and senior health economist. The main objective of this ETR was to evaluate the overall performance of the SPHU following the five DAC-OECD criteria (relevance, efficiency, effectiveness, impact and sustainability) and make recommendations for the USAID-funded intervention “Roll out the national Results-based financing policy in the Acholi Sub-Region in Uganda (USAID-EHA)” and for potential future Enabel interventions in the health sector in Uganda.
