This study implemented for Doctors of the World (MDM-BE) aims to identify sustainable financing sources for the health sector to promote universal health coverage in Northern Mali, more specifically in the Menaka Region and the Health Districts of Gao and Bourem. Specifically, this first phase of this research project aims to i) understand the effects of the current health financing reforms in Mali, ii) identify and assess key health financing actors and mechanisms taking into account the specific socio-economic and security context of Northern Mali; iii) formulate recommendations and identify potential strategies to be implemented in the transition between humanitarian assistance and development support in the health sector. This study was carried out in two phases: the first consisted of an exhaustive literature review and a field mission aimed at meeting key informants and comparing the results of the literature review that was carried out remotely with the realities on the ground.
